Themes without Epics and User stories are not getting Saved in RTC

When we try to create a theme and save it disappears. Anytime for saving a theme we have to create an Epic or some User story under it for it to save.

Is this a config issue? Can anybody help us resolve this?

You need to activate the theme for it to be in use.
