Importing a test script from external resource does not work until you flip the test plan

In our RQM we have defined an external resource. As administrator I could check that we had connectivity to the external resource (such resource was used for RFT scripts). The user tried to import test script choosing the external resource and landed into a waiting loop. In the import dialogue the first line is assigned to the plan, in out case it was 'undefined'. After flipping the plan to another plan listed and flipping back to undefined we could connect to the external resource.
Is this a defect ?
