The document may have many levels, but the level 1 or level 2 are always not the real requirements. Is there possible to select only import the level 3 headline in a doc to RRC module?

That level of selectivity is not implemented and there is no plan to change it. Maybe you might import all requirements using headings and then delete them you have identified as Heading 1 and 2.
