Error 500: java.lang.RuntimeException: CRJAZ1596E The friend list failed to be fetched

A few users are experiencing the error message. I have researched the error message and did not find much. I do not know if there was a recent change to the environment, etc. However administrators are able to log in and the users are unable to log in. What are possible root causes for this error message?

To clarify, some users encounter this issue at the point in which they are to log into the system correct?

As a part of the error message, there should be an associated 'Caused by' section (it would be in the log); if you could provide that it would be helpful.
