I'm not really sure what you mean by 'Export'? Could you elaborate? What do you mean by Reference IDs?
There are a few export options when you are in a view on the Artifacts page? You can
add/remove columns and then export the contents of the view, for example, or create a document style report like a Requirements Specification from the contents of the view.
If you are looking for a programmatic interface, the OSLC API is available but the correct link is as follows: http://open-services.net/bin/view/Main/RmSpecificationV2
