Can't create a new workitem category

My account is already granted Jazz admin and project admin roles, but I still got "Premission Denied" error when tring creating a new workitem category and saving the change. I didn't see such error when performing other operations. Does anyone have some ideas? Thanks.

FORUM ADMINISTRATOR / FORUM MODERATOR / JAZZ DEVELOPER
The "JazzAdmin" repository group gives you special permissions to edit
the project and team area configuration, but these permissions have
their limits.

In order to edit the work item categories, you need to grant yourself
the required process permissions. This is done on the Process
Configuration tab of the project area editor. Select "Project
Configuration", then Permissions. The permissions to edit work item
categories are listed under Work Items.
