Avoid baseline creation

I have the following problem in RTC:
I am a member of a teamarea, which is owner of a component.
Every other user can also create a baseline of this component (without delivering the baseline in the stream). Now the baseline is visible in the component and everyone can load this baseline.
How can I avoid, that someone creates baselines of components, although he has no permission (is NOT a member of the teamarea) to this component?
