what steps should I take to conduct a project planning?

I am a beginner going around the Rational Team Concert. I am puzzled recently because as a project manager(I am a student acting as the project manager in a team),I do not know how do a "project planning" in RTC. I mean I know what a "project planning" is and I know what artifacts may be generated in "project planning", but I don't know how to do it IN RTC.
