Why can't user access rqm but can access rtc?
I have assigned user to both project areas. I have assigned roles and have assigned rqm license.

I changes access setting in project area from "everyone" to "Project Heirarchy" now it works. Go figure...

I would recommend first double checking the user is a member of the project with a process role assigned. Then check https://jazz.net/forum/questions/45609/rqm-user-rolepermissions-problem, which has some suggestions.
