I'm trying to create a new project and I get a message that I need JazzAdmin and JazzProject permissions.
How can I have permission (Jazz Adminstration) to create new projects?

Your user needs to be added to the JazzProjectAdmins group by a server administrator.

Seth, thank you for answering!
But, how can I find the server administrator? The admnistration is under jazz team responsability, isn´t it?

Sorry, the correct is Jared...

Unless I'm misinterpreting the question, I don't think we can answer this for you. I would suggest you contact whoever pointed you at the server.

@dinamarapr We only know who the administrators are for the Jazz servers hosted on Jazz.net. If you are talking about your own Jazz server, you will have to ask around your company to find the adminstrators.
