I am using CLM 4.0.1 and found that the "Prevent Editing" precondition for work items has no effect on links

steps I used:
- in RTC SCRUM PA, add "Prevent Editing" precondition for state Resolved / Verified
- create 2 defects
- link the 2 defects - Add Related links
- save all
- set one defect as resolved
- in the open defect, remove related link
- save
expected: save can not complete due to "Prevent Editing" precondition, link is not removed
observed: save completes, link is removed

is this a defect?

No, this limitation will be addressed with enhancement Adding links of type "Tracks", "Contributes To" and "Related Change Request" does not trigger a work item save participant (228421)
