I can get change requests from  one project in another SCM tool (StarTeam) into a comma delimited file.  What would I need to do to get them into RTC?  I would image I would have to create the custom fields in RTC and then I would somehow have to map the fields.  Would this have to be done programmaticly?

This Jazz help topic gives a good overview of how to import work items into RTC from a CSV file, including generating a field mapping file.
