Can we assign a task or quality task to another user with only RQM 4.0.1 (without installing RTC)

No, tasks are workitems, which will be stored in RTC. RQM itself has no workitem or change management includedd. You don't need any further license to use RTC as change management with your Quality Professional license, you only need to install RTC and do some easy configuration tasks.
