'trigger a workflow action' permission

It seems that the individual 'trigger a workflow action' permissions cannot be set in a process template. I can set the permission at the 'parent' level under 'save work item', but to allow/deny specific actions by role, I must make the changes in individual Project Area process configuration screens.

Obviously I want to set this once for specific actions limited by roles, and not have to make the changes manually every time I create a project area.

And is there a list of other types of updates like this, that cannot be made at a template level?
