You either have the wrong license (not one of the  Developer) or do not have a Project role that permits save of Stream ( or lock files)   If you can create workspaces and deliver changes, then it's likely the lack of role that gives "Save Stream (server)" to you.  If you cannot create workspaces/deliver you don't have the correct license.
