In Requirements Composer, we define requirement attributes, but is there a way to force the population of this value without setting just a "default" value when the user creates the artifact ?

At the moment no. There is this backlog item

Requirements Workflow is the underlying mechanism to automate a requirements and development process to drive requirements from state to state. The tool (based on a workflow definition) will enforce rules that the tool features and data will automatically follow.
Implementation of this feature will be needed to enforce mandatory attributes.
