Restrict work item - change set link within a component

Hi,

Is it possible to restrict a specific work item linking with a change set in a component..

Scenario that I think...

Define a work item form which includes an attribute to relate components (adding as  ITEM LIST and item Type is SCM Component)
According to that related component, when I try to link work item with another component's change set It will generate an error..If I try to link work item with component's change set (which component added to my work item form) it will allow to deliver..


Do you think it is possible? or meaningful
