How to configure a project to enable importing of ontologies in DM4?

According to the rdmhelp/v4 documentation, we can create custom domains by importing ontologies into DM4 server.

Unfortunately, the doc does not say how the project needs to be configured to enable this.
We get this message:

This project area is managed by Design Management server. Import is disabled.

How do we configure a project to enable importing of ontologies, EMF models and other things?

Some told us there is a separately licensed component to do this but I have not seen any mention of that in the doc.
Is this true?

Ontologies can only be imported into the Domains project.   You should see an Import menu that allows importing of ecore and profiles.

As for ontologies (.owl) its a little more hidden.   Go the the Explorer in the Domains project and change the URL to end with "rmps.app.design.importOwl" instead of "rmps.app.design.explore".

i.e. something like:
https://myserver.ottawa.ibm.com:9402/dm/web/projects/Domains?rmps.context=https%3A%2F%2Fmyserver.ottawa.ibm.com%3A9402%2Fdm%2Fstreams%2F4#action=rmps.app.design.importOwl

I see the import menu in the web toolbar but I still get the same error message.

I have JazzAdmins privileges.

Is this a configuration problem or do we need a license to be able to do this?

I didn't realize that instead of clicking on the import toolbar, I had to use the Designs > Explorer sub-menu and then tweak the page URL as you suggested. 

Hopefully this process will be simpler in the future.
