Disable a build def from the cmd line

I am curious (although I'm sure I know the answer) if it were possible to have one build definition that is in process to be able to disable another build def until its done. OR possibly check to see if another build def is in process and then wait until its done?

Without getting into too much detail about the build process. I was able to get around this by changing a env variable during build time using the setx.exe.
