Express setup of 4.0.0.1 not registering the RM application

Doing an express setup of 4.0.0.1.  Tried it 3 times and each time the RM application is getting passed right over and doesn't get registered.

Why would that happen?

We've checked install manager and the RM app is definitely installed on the system along with the rest of the solution.

Just tried with custom install.  The RM app is installed and discovered, but we don't get the option to finalize it.  Any ideas as to why?

When you say you don't get the option to finalize RM, what are the symptoms? Do you get to the finalize page? Is the finalize button enabled? Do you get any any error message?

@jneau: You may be hitting this defect: Unable to show Requirement Management section while running initialize steps via /jts/setup on Windows OS(with workaround) (219805).
It says Windows OS in the title but I don't think it's Windows specific.

Try restarting the server and seeing if the RM finalize step appears in the Custom Setup of JTS Setup Wizard.
