Baseline Lag and possible bug?

We are using RTC version 4.0. After creating a new baseline we are experiencing a delay. What I mean is, when baseline 2 is created and applied and we do a "diff" to baseline 1 it returns no difference. After waiting for several minutes and re-doing the diff we see the correct differences between the baselines.
Also we have noticed that if you two projects called "ProjectA" and "ProjectB" you can associate a change set in "ProjectB" with a work item in "ProjectA" . We are doing this as Jazz admins.
Any help with this would be appreciated.

Note: if you have two separate questions, it is best to post them as two separate questions, with an appropriate title for each. Note that the title should clearly and concisely state the specific question you would like answered, so "possible bug" needs a bit more info to be useful as a question title.
WRT baseline lag, that shouldn't happen ... the fastest way to get a response on this would be to submit a bug report. Any additional info you could provide that would allow development to reproduce would be appreciated.
