Note:

User is not keen on Sogeti tool for migration

RQM excel importer not scalable to data migration in GB's

I can't comment directly on HP QC as license agreements prevent me from looking at it, but I think that the Sogeti tool is really going to be the best option. You could create your own migration using the RQM API but that will be a ton of work.
