Is it possible to select comment attribute as required attribute?

I have customer who attempted to add "comment" field as a required attribute. However comment field is not available from properties list. Is there any way select comment as required field?

Expected result : when WI reach certain state, comment field becomes mandatory

Comment : com.ibm.team.workitem.attribute.comments under section Discussion (com.ibm.team.workitem.section.discussion)
