Can't create a link in DOORS

I could not link the requirements after classification and setting targets to RTC. I am getting an Link error. 

1. I worked on the X260-2016-Baseprog/06-Subsytem/PTS_100 Dressed Engine/Engine - Gasoline.
2. I classified the requirements, created 2 variants and set targets for a couple of requirements to see if I could link them. I saved the Targets view and closed the module. I clicked confirm when I was asked "Link Requirements to RTC". 
3. That is when I got the error saying "Create link failed"

Hi Raj

Can you confirm what version of DOORS and RTC you are using and what the build numbers are.

 IBM Rational DOORS9.3.0.6 and RTC 3.0.1.1 Build number  not sure

DOORS 9 questions need to be raised as PMRs with Rational Customer Support. Here is a link to the DOORS area of the Support Portal to aid with that:
