How to configure the Test plan review mandatory before moving the Test Plan status from Draft to under review and from under review to Approve/Reject.

RQM 4.0
To make the reviewer to be added mandatory before changing the state to ready for review for a test case, I have a added rule at the RTC Eclipse client, (Infact tried adding all the 11 Preconditions).
Unfortunately, In RQM, I am still able to save the test case without adding the reviewer / approver ?
Any Inputs on how do I achieve this?

Do you mean you tried this advisor "Disallow transition to Approved until All approvers approve"
for Test plan?

Yes, this particular advisor was selected in RTC client. Even though selected, the user can create and save the testcase without the approvers being assigned and approved.
