RTC 4.0 Work Item Query separated by comma returns only first Work Item

I have a user that has brought to my attention in web only, a RTC 4.0 Work Item Query separated by comma returns only first Work Item.
The Query (ID) <is> 23450, 22255, 23577, 20505,17993, 23336, 23430, 23286, 23107, 22256
Returns only first item in Query
RTC client returns correct value
RTC client (Version: 3.0.1)
