Hi,

Observations and Questions:

1. Iteration plan can be created even for an iteration which doesn't have a release scheduled.
2. Adding users as members to a project/team doesn't require JazzAdmin privilege.

As per the Help it should not be way that was observed above. Am I missing something here?

Sorry, I can not reproduce this. Can you please file a bug, including
detailed steps to produce the reported behavior.
