How can I submit a bug for the RTC application to Jazz.net?

I am trying to submit a recently encountered bug, but I get a 403 Forbidden error when attempting to to use the "report bug" link for RTC in the "My Stuff" tab.
Is this a bug in the jazz.net site? Or a restriction on my profile? How can I submit my bug report?

@josephnelson We fixed your account. You should now be able to log defects against the RTC project area. Sorry for the inconvenience.

@josephnelson It looks like there is a problem on our end with your account that we need to fix. For some reason it is not in the Jazz repo where the RTC project is hosted. I'll update you when it gets fixed.
