Require a certain field(s) during a certain actions

The required properties precondition is available for the Save Work
Item operation behavior. However, we want to require a particular
field (time spent) only during the Resolve\Close action. Is this
possible?
In the Project Area Editor:
1) Go to Team Configuration -> Operation Behavior
2) In The Operations table, select the appropriate cell in row 'Work
Items -> Save Work Item (server)' for the desired role
3) In Preconditions, add and select 'Required Estimates Precondition'
4) For the desired type category or type, check 'Time Spent' in the
'Edit...'dialog.
