RQM is not letting move a test plan to approve state like it did previously?

With RQM 3.x it was possible to move a test plan to approved when all reviews were not done - all that was required was to have all approvals completed.  Now in 4.0 you can not move a test plan to approved state because there are pending reviews not completed but all the approvers have approved.  We have many more reviewers than approvers and always considered the reviewers not mandatory where approvers are mandatory.  How do we get previous behavior back???

Disallow Transition to Approved until All Reviewers/Approvers Approve

Disallow Transition to Approved until Required Approvers Approve

Disallow Transition to Approved until All Test Cases Approved

Disallow Transition to Reviewed until All Reviewers Approve

Disallow Transition to Reviewed until Required Reviewers Approve

Disallow Transition to Under Review until Approvers Defined

Disallow Transition to Under Review until Associated Work Items Resolved

Disallow Transition to Under Review until Reviewers Defined

This worked but it seems that the default behavior has been changed since 3.x which is probably not a good idea

Yes I agree default should have remained as before
