What roles, permissions, access & license is required to create a work request in RTC (latest version). how to verify if or I have all of the required things?

JAZZ DEVELOPER
You need a license as described in the article Stephane linked to. You also need to be logged in as a jazz user who has access to the project area where you want to create a work item. And the jazz user needs to have a role in that project that grants permissions to save work items. You can read more about roles and permissions here:  https://jazz.net/library/article/291
