Does the concept of recommending baselines exists?

This was a feature that ClearCase UCM provided. Does it exist in RTC?

In RTC, you would achieve the same effect by created a "recommended
stream", and then you'd recommend a baseline by delivering to the
"recommended stream".

An advantage of the RTC approach is that it captures the history of
recommended baselines.
