I have a high level task ( it is a story ), with many children (
these are tasks ) that get contained within an iteration.
It works well and I like the high level progress bar I can see on my
high level story.

I use the burndown charts for each iteration and would like one for
these high level story which spans iterations.

I would like to be able to create some reports on a high level stories
progress ( burndown, or projected outlook ) ... how can I do this ?

Burndown reports are not available for a single task. They are only
available for the work items contained in an iteration.

Please file a enhancement request for such reports against Reports in
teh Jazz.net repository
