If you go to the Work Items tab in "My Stuff", you'll see information on how to submit bugs, how to browse bugs in products, and how to customize the view to show you work items that you're interested in.

You can also follow links to the product page and click the What's Happening tab. From there you'll see a link to the Project Dashboard:  https://jazz.net/jazz/web/projects/Rational%20Team%20Concert#action=com.ibm.team.dashboard.viewDashboard&team=RTC%20Development 

From there you can perform most RTC operations (look at other dashboards, query for work items, etc.).
