How to create an Oath consumer key by JFS SDK

Would someone tell me how to register the OAuth consumer keys by Jazz foundation SDK?

There is no public API for creating OAuth consumer keys.

@jrvasta a lot of time has passed since 2012.

Is it now possible for a third party application to get a consumer key, by sending a request to oauthRequestConsumerKeyUrl mentioned in the jazz root services?

Btw when i call this url, it says Permission denied, "Your account does not have the group memberships required to access the requested resource."
