Can you bring up an edit toolbar for some things...?

I see an edit toolbar being used in the process of creating an Iteration Plan (it's being called a test plan), in figure 2 here...

The article references Rational Team Concert Beta 2, which included a
WYSIWYG editor for iteration plan pages. However, we removed this editor
for Team Concert 1.0 and replaced it with a Wiki-style editor. You can
use content assist (ctrl-space) to see a list of formatting options. The
text formatting syntax is also documented here:
