How is a "Requirements Change Request" supposed to be initiated?

I can see lots of configuration info in our Project Area for "Requirements CR" etc, with "Uses" and "Provides" links,  "Change Management Type Binding" defined.

I have not yet seen how a user is expected to initiate a change request against a requirement. Can anyone give examples?

One usage is to create a change request work item, and then use the Tracked By link to the requirement
