Now I understand what I saw.
Do you know if there will be possibility to delete baselines? because developer wants to create private baseline with possibility to delete it whenever he wants.

The ability to "ignore" personal baselines is requested in work item 22106.  The ability to delete a baseline is requested in work item 18512.
You should scan these two work items to see if one of them is what you were looking for, and if so, add a comment to that work item indicating your interest/support.
