Why are duplicate baselines created when I re-import a UCM stream in a second synchronization stream

Using RTC 3.0.1.3,
I imported an UCM component which contains two baselines to RTC with its history.
Those two baselines were successfully imported.
Then I created another sychronize stream in the same project area and imported the same UCM component.
When checking the baselines in the repository, the same baselines were imported again so there are two sets of baselines. 
Why ClearCase imports the same baselines again?
Is it a bug?

This is working as designed: Baselines should never be skipped when importing to NEW streams.
You may use continuous history-importing to add more baselines in CC UCM stream after you initially run the history-importing.
The sync. process would not create duplicate baselines in this case, and it just creates additional baselines in Jazz SCM that correspond to CC-side baseline additions.
