why i can not login in to the Admin Web UI?

Can you give us a little more detail about what you did to setup your
server? Are you running the server from the packaged Tomcat or did you
try to install it into WAS?

setup with following steps:
1.jazz Team Server Express Edition
2.Rational Team concert - client

I did not setup db2.

then I start the jazz team server,and try to login the jazz admin web UI,but not success.

What web browser are you using? You said that
https://localhost:9443/jazz/ADMIN worked, but
https://localhost:9443/jazz/admin did not. What did
https://localhost:9443/jazz/ADMIN show?

I use IE6.0.
https://localhost:9443/jazz/ADMIN shows the login page.
i use I use ADMIN/ADMIN as uname/pwd.

IE 6 is not an officially supported browser. Can you try using Firefox?
Or, I believe you could use IE7 as well.

The infinite redirect problem only occurs when part of the application
stops working. Is there anything about your setup that is atypical?
What OS are you using? Did you start the server with the server.startup
script?
