I guess there is not such thing as Express Editions since RTC 3.0

Please refer to https://jazz.net/downloads/rational-team-concert/releases/3.0.1.3
You'll notice you still have 10 Developer CALs for free.

Last I checked, yes. (Usual disclaimer about "plans subject to change" apply, but that is very unlikely to change :-).
