In RQM3.0 is there a linkage between RQM and RTC. i.e. Can we create an defect from RQM and it will be linked to RTC 3.0

Yes, In RQM 3.0 you can create a lifecycle project area which links RRC and RTC to RQM for requirement and defect management.

In addition you can also link seperate RTC project area to RQM project area under 'Manage Project Area->'Links' in RQM.
