I ran a query "All Work Items" and select 5 tasks. I clicked the "Add Attribute Change" button and chose Status. I selected Close and it worked.

I ran the same query and select 5 WIs in the New state, however no states to choose from, just blank.

Is this a defect?

I see the same behavior.. but priority and severity show something, while status does not

What template are you using for your project area? Have you modified your process? I just tried this with the scrum template in 3.0.1.3 and it worked correctly for me, so maybe provided more info would help.
