Installing RTC server 3.0 - no application?

Hi,
I have installed fresh Jazz Team Server 3.0, without ccm.
I am using Derby and all defaults.
Following the setup wizard (https://<my>:9443/jts/setup) I see no "applications" to register in last page.
I can now login the server - but where is RTC? how to create project?
It seems like I was missing something elementary.

Help will be appreciated,

OK.
I have got it.
You must install the "ccm" application to create project area...
I thought this is only for configuration management.
