Team velocity report error?

Team velocity report shows chart and strange thing: Quality of planning is set to: 0% and poor.

Does anyone know what is the problem? This is this way only in our support line reports. Other lines are done completely the same way (including planning, workitems and set up of reports) and it works there (quality of planning is 95%).

I will appreciate any help or explanation.

The velocity report will show useful data only if team members specify an estimate on how long work items will take to resolve. The Team Velocity report will tell you the percent work items that have this value set.
