Permissions for Particular Stream

We have one project area and one team area.
We have 2 streams in the project area: one is Stream 1.0 and another is Stream 1.1.
Now we are developing in the Stream 1.1.
And the Stream 1.0 will be for Production environment now.
We are expecting to control the Stream 1.0 access permission and don't allow team members to deliver the codes freely without approval.
I am trying to create another team area for Stream 1.0. And then add precondition for deliver in Client: approval before deliver.
Please help to see whether the solution is OK. Or any other good solutions about the particular stream access control?

Yes, that is probably the simplest thing to do. Note that you'll probably want to make the new stream be a child team area of the existing team area, so that all of the team members inherit the roles they have been given in the existing team area.
