Inline Library Won't Execute

I have a very simple library with one step. This single step does a simple ECHO. The main program has a single step. It has a single ECHO command also, but also includes this library as an inline. The main-line step executes including the ECHO command. That's where execution hangs up. Control never passes to the inline steps. What's wrong? We're using Build Forge master console 7.1.320. Windows XP.
