Pass the change set to another user

I remember RTC SCM change set support to deliver the change set to another user's workspace, but I am not sure.The other user has to accept the change set from your workspace or work item.
To achieve it, I shall change my workspace deliver target to another user's, right?
Any expert to confirm it quickly?

You cannot deliver to another user's workspace because it would cause their sandbox to go out of sync.

Thanks tmok, how other user accept the change set? If I have not delivery to the stream, I think he can not see the changeset in his workspace. And how I can pass the changeset to him without deliver to stream?
I know the other one can accept the change set from work item.

Another way is using a work item with the change set associated. You can accept a change set into your current sandbox/workspace directly at the work item. I also think you can pass the change set URL in a chat. Please note, the change set needs to be completed to be acceptable from a work item.

Only the owner of the repository workspace can change the workspace. So
you cannot deliver a change set into someone else's workspace. The other
person has to accept the change set.
(I believe the other person can do that by changing the flow target to
be your workspace, but I have never done that myself. I always find
change sets to accept into my workspace through the work items to which
they are attached.)
