RTC 3.0.1 - Do I need the Build System Toolkit?

Hello,

I'm having trouble with the search tool today so apologies if this is a FAQ.

I am running CLM 3.0.1 and want to create build entries and publish build results in RTC from an external build tool.

Do I need the Build System Toolkit to do that?
