From RTC Eclipse Client, I click on Reset Password..., but can't change the password.
The User ID, Email Address, and the text field at the top below the "User Dropdown" has a value.

Reset Password: Exception occurred resetting the password
This user must have a name.

Running on Tomcat J2EE engine with tomcat-users.xml authentication method.

Does this error occur for all users, or just a specific user?

Try taking a look at the tomcat-users.xml file, under
<JazzInstallDir>/server/tomcat/conf. Take a look at the <user> element
for the problematic user. Do you see anything unusual, especially in
the fullName attribute?

Thanks,
